Dr. Joseph Okware

Director Health Services (Governance and Regulation), Ministry of Health, Uganda

Dr. Okware is the Director health services incharge of health governance and health regulation. He currently oversees work in two departments in the Ministry of health namely; (i)Standards, Compliance, Accreditation and Patient Protection (SCAPP) Department, and  (ii) Health Sector Partners and Multi-sectoral Coordination.

 

He is a Ugandan-trained medical doctor. He is also a Gates Institute- JHU Fellow with a Masters of Public Health Degree (MPH),  and has several in-service qualifications in quality improvement, health regulation, governance, leadership and management. Dr. Okware has over 25 years of experience in clinical health delivery and public health programming, monitoring and health systems Management.

 

Over the last 25 years, Dr. Okware has worked at all levels of the health system; planning supervising, implementing and monitoring all aspects of health care delivery, health promotion, disease prevention and project writing and implementation.  Dr. Okware has worked as a team leader in several epidemic responses including two Ebola epidemics in Luwero District- Uganda, the COVID-19 Pandemic and several other epidemic-prone disease outbreaks in Uganda.
